RNCP – Property Management Expert

Level 7 (EU) ” Real Estate Management Expert ” professional certification, NSF code 313, awarded by INSEEC MSc (CEE-SO, CEE-RA, CEFAS, MBA INSTITUTE, CEE-M, CEE-OUEST, ADEFI FORMATION), registered under number 41117 in the RNCP (Répertoire National des Certifications Professionnelles) by decision of the Director General of France Compétences on 18 July 2025.

Certification is awarded by capitalising on all the blocks of skills. Each skill in a block must be confirmed in order to obtain the block of skills. Partial validation of a block is not possible.

Description of the methods for acquiring certification by capitalisation of blocks of skills and/or by correspondence

The certification aims to respond to changes in the property and asset management sector, with the following determining factors: mastery of the regulatory and ethical environment as part of the increasing constraints imposed on companies; enhanced management, data analysis and reporting skills with a view to optimising company performance; enhanced technical and managerial skills in a context where property and asset management professionals are faced with a varied and better-informed clientele and are required to market products that are often complex; so-called niche technical skills that are in demand on the job market: mastery of risks, financial and property products, and increased regulation.

In response to business needs

The Property Management Expert’s role is to design, adapt and/or manage one or more properties. The projects are varied and can take several forms: new builds, extensions, refurbishments and renovations, whether for housing, business, commercial or service buildings.


As part of the construction of a new building, he/she manages the project from start to finish (prospecting, preparation, monitoring, delivery, marketing, promotion), assesses the risks and assumes responsibility.


As part of the management of an existing property portfolio (commercial property), the Property Management Expert is responsible for maintaining, enhancing and optimising the profitability of the properties for which he/she is responsible.


Profitability analysis and the ability to convince investors and partners, draw up a financing plan and anticipate financial risks are essential to successfully complete the project and define the go/no-go conditions. He/she negotiates with banks and insurance companies to obtain the most advantageous terms and secure the property project.


A diplomat and skilled negotiator, he or she is able to demonstrate tenacity and pragmatism on projects that may take several years to complete.
